If you’re operating any kind of electricity service in Lagos without a state-issued licence, you’re now officially breaking the law.
The Lagos State Electricity Regulatory Commission (LASERC) has issued its first major directive since taking over local power regulation. The message is clear. No permit means no operation.
Under the new order, titled LASERC ORDER/001/2025, anyone providing electricity services must get approval directly from LASERC. Old federal licences are no longer valid in Lagos.
Fouad Animashaun, the head of LASERC, said the move aims to create a safe and reliable power market that protects both users and investors. It’s also a step toward tightening control as Lagos builds its own electricity system.
Here’s what to know. Violators will face a fine of ₦20 million, plus an additional ₦20,000 per day for every day they keep operating without a licence. If you’re running an unlicensed power service, you need to stop now and apply through LASERC.
The rules have changed. Electricity operations in Lagos now come with local oversight, and the state is serious about enforcement.
